MASC Board Meeting

President Dunlap welcomed the Board to Columbia and Willy’s Foxfire Grill.
The Anti-Trust statement was reaffirmed.
Motion
To accept the Minutes of the June 17, 2006 Board Meeting as published.
Passed
President Dunlap expressed his appreciation to Mr. Wills for his active support of the MASC.
Treasurer Wills indicated that the finances and budget were in good standing after the yearly audit.
The Financial Report was accepted as information.
Candace Perry was present to discuss a proposed e-directory as opposed to a written directory. Perry will move forward with developing the e-directory with the same information as the written directory unless notified otherwise by the MASC Member.
Reports
Aggregate Committee
1. The committee is developing a letter to send to the SCDOT requesting that they use light weight aggregate.
2. A request will be made to use an Index number instead of LA Specification Requirement.
3. SCDOT is indicating that Rip Raf Specifications need to be reviewed.
4. Doug Larson, Hanson Aggregates, will be appointed next Chairman of the MASC Aggregate Committee.
Government Relations Committee
President Dunlap discussed the importance of highway funding. He also mentioned that the situation is completely political in nature with no easy answers. Currently, a program is being developed to focus on highway funding legislation. The issue will be discussed further at the MASC Annual Meeting.
Safety & Health Committee
A survey on a contractor safety award program will be conducted.
Motion
MASC Safety Award would be given to an MASC Company with a five year history of 2.0 incident rate or less.
Passed
Discussion regarding the MSHA State Grant Program and the possibility of moving the program from Aiken Tech to a new provider.
Education Committee
Motion
To print 5000 more copies of the MASC Mineral Coloring Book.
Passed
Chairman Russell discussed the Mineral Information Institute and the Rock Odyssey Video. He indicated that it was a very educational program that targeted a specific age group.
Membership
Discussion regarding the development of a membership campaign to complement the MASC Spring Workshop.
Motion
To approve the membership of Palmetto State Training and Consulting Inc.
Passed
Nominating Committee Report
Board Member Jim Holmes will assume the Treasurer’s responsibilities, including signature authority, for the Association.
New Business
President Dunlap suggested a review of MASC committees and committee activities during the planning session
President Dunlap mentioned the possibility of having Senator Leatherman or Senator Grooms speak at the MASC Annual Meeting.

Residents Oppose Mine Expansion
Martin Marietta Materials backed off seeking permission to expand its granite mining operation on Monticello Road after about 15 people told the Richland County Planning Commission on September 7 that they oppose an expansion. Martin Marietta Materials wanted the commission to rezone the site heavy industrial to allow for a larger area to be mined. But after the residents expressed opposition, citing concerns about water quality, traffic and potential pollution of the Broad River, the company withdrew the request before the commission could vote. Martin Marietta said it will apply for a different zoning designation after 60 days.
